EDUCATION TRAINING AND DEVELOPMENT (ETD) IN THE DOD IS COMMITTED TO MEET THE DEMANDS OF SA QUALIFICATIONS AUTHORITY (SAQA) ACT

As we leap into 2006, Chief Joint Training (CJ Trg) in the DOD is sensitising all the role players and stakeholders to meaningfully contribute inputs and their commitment to ensure a credible output towards a quality driven and professional Education Training and Development Service in the DOD.

This is being done to meet the demands of the South African Qualifications Authority (SAQA) Act, Defence Act and the Public Finance Management Act amongst others.

CJ Trg is accountable for compliance to National Legislation to enhance a culture of lifelong learning. This includes accredited ETD providers and registered learning/training programmes.

The Officer Formative (Project CENTURION) and Basic Military Training Programmes are credit-bearing short courses. A credit-bearing short course is a type of short learning programme for which credits, in relation to the course’s contribution to a unit standard and/or (part) qualification, are awarded.

A credit-bearing short course contains less than 120 credits (see SAQA Policy, Criteria and Guidelines for Short Courses and Skills Programmes, Jun 04). Credit bearing short courses consists of Unit Standards.

Unit Standards means registered statements of desired education and training outcomes and their associated assessment criteria together with adminstrative and other information as specified.

Unit Standards are usually generated as part of a qualification, hence it is from the Unit Standard that a learning programme is developed, forming the basis for compilation of a curriculum.

To assist with the completion of the Officer Formative and Basic Military Training curriculum (and to compile a credible learning opportunity), Unit Standards were harvested and others had to be developed.

Workshops were held to develop indicated Unit Standards for the Military Professional Development Standards Generating Body.
Unit Standards – identified by the Military Professional Development Tactical Workgroup – are in the process of being developed and are available on the DOD HR Web site http://www.mil.za:8080.

The draft Unit Standards are now ready for DOD, national and international wide consultation and inputs from all role-players and stakeholders are requested.

This will enhance Joint Training’s mandate to finalise the Unit Standard writing process and the development of learning material for the Officer Formative and Basic Military Training Learning Programmes.

On 12 January 2006 the drafters of the Unit Standards will present the draft Unit Standards with the inputs received to the Military Professional Development Tactical Workgroup.

All DOD officials who are interested are requested to contact the coordinators if they wish to participate in this development process.

The Constitution of the Republic of South Africa is clear in providing a national imperative for human development through ETD when it states the following in its preamble:

“Improve the quality of life of all citizens and free the potential of each person”.
