DEPARTMENT OF DEFENCE POLICY ON TRAINING
AND DEVELOPMENT (ETD OF PUBLIC SERVICE ACT
PERSONNEL (PSAP) TRG/00001/1999 (EDITION 2)
The aim of the policy is to direct the
education, training and development (ETD) of
Public Service Act Personnel (PSAP) in the DOD
in compliance with national legislation, DOD
requirements and the needs of the PSAP
workforce.
In order to achieve this aim, the policy
covers the following main aspects (please note
that as this is only a brief summary, consult
DODI TRG/00001/1999 (Edition 2) for the details
are available on the Intranet website):
The PSAP will have access to ETD at every
level of employment in accordance with the
applicable and appropriate ETD opportunities
within the framework of the available budget.
However, military members are allowed to attend
PSAP learning opportunities, with the proviso
that these learning opportunities (or portions
of learning opportunities) are applicable to the
specific member’s post or planned future post.
PSAP post
incumbents must comply with the required
competencies for their specific post and post
level.
This implies that although participation in
education and professional development
opportunities are voluntary, it is preferable
for PSAP to attend these opportunities if a
competence gap for their specific post and post
level is identified.
In the case of training, Chiefs of Services
and Divisions and Occupational Heads shall
determine which training opportunities shall be
compulsory to occupy a specific post and post
level.
The Chiefs of Services and Divisions shall
ensure that PSAP attending an external ETD
opportunity comply with DODI/ FIN No 13/2000 and
DODI/POL & PLAN No 00030/2000 to prevent
fruitless expenditure. The Services and
Divisions shall budget for ETD opportunities for
PSAP.
In alignment with the Department of public
service and Administration the Human Resource
Development Strategy for the Public Service
competencies shall form the basis for an
integrated Human Resource Management System.
ETD shall be aligned with:
- National legislation, regulations and
strategies.
- The DOD Strategic Process.
- The DOD Core and Support Processes
(employ, provide and support forces
processes).
- The DOD ETD System and Process.
- Other applicable DOD policies and
prescripts.
- The Secretary for Defence shall be
responsible for ETD of PSAP in the DOD and
will delegate, in co-operation with the
- Chief of the SANDF, as he deems
appropriate. The Chief of Human Resources
(Departmental Training Officer) is to ensure
individual education, training and education
to specification.

regarding ETD for PSAP:
Foreign learning opportunities available to
PSAP at all levels for the FY06/07 are:
- Singapore (J TRG/FLO/R/103/3/51 over J
TRG/R/103/3dd 7 August 2006).
- Ad hoc learning opportunities from India
Technical and Economic Cooperation Division-
India (J TRG/R/103 over J
- TRG/FLOM/R/103/3/28 dated 28 August
2006).
- Envisaged opportunities for Middle
Management for the FY 07/08.
- The Leadership and Management
Development Programme for Middle Managers
will be presented in South Africa by the
- Ashridge Management College over the
period 12-19 October 2007.
