STUDIES AT STATE EXPENSE FOR PUBLIC
SERVICE ACT PERSONNEL (PSAP) IN THE DEPARTMENT
OF DEFENCE
The Department of Defence encourages the
Public Service Act Personnel to study at State
expense to further their education, training and
development (ETD).
It is imperative for the DOD as Public
Service Employer to support employees to further
their ETD as directed by the Skills Development
Act and Skills Development Levies Act.
The Act specifies that at least 1% of the
payroll should be allocated for this purpose.
Thus all DOD employees, irrespective of rank
or level, should benefit from such a budget
allocation.
However, it would not always be possible for
the DOD to meet every ETD need of its employees
due to financial constraints. For this reason it
is imperative that the ETD of employees be
carefully planned in the short, medium and long
term.
Such planning should form the basis for
career planning and must be reflected in an
Individual Career Development Plan (ISDP).
The budget holders ought to apply the
following selection criteria when appropriating
funds for employees’ training and development.
These criteria include:
- The values derived from the constitution
namely fairness, equity, accessibility,
transparency, accountability, participation
and professionalism.
- The availability of funds.
- Organisational/operational needs of the
DOD.
- Career development needs of the
employee.
- Enrolment at the nearest SAQA accredited
ETD institution. and
- Employees serving a 5-yearexclusion from
study penalty for previously unsuccessful
studies are not eligible for financial
assistance.
- In allocating funds, budget holders
should give preference to the following
qualifications in the specific order of
priority:
- 1st – Grades 10 & 12
- 2nd- Certificates (1 year), First
National Diplomas and Degrees (3 to 4 years)
- 3rd- Postgraduate studies
- The ETD Application Boards (line
function) must ensure that the correct
skills/knowledge mix is available at all
levels in the DOD to meet the requirements
of the Department. Boards should consider
studies that would enhance competency at
every level (operational to strategic).
Employees who wish to further their studies
in the 2007 academic year have to submit their
applications on the date set by
Services/Divisions. Applications must be
completed on the new application form that is
available on the DOD Intranet (Quick links
Search: enter “Studies”, view the JDP Process
and Procedures for Contracts Management for
obtaining Qualifications at State, Appendix B).
Should employees have a need to discuss matters
pertaining to study directions (qualifications)
and contract management, they are invited to
contact the DCD (PSAP) offices in Pretoria or
the Regional Offices in Simon’s Town and Durban.
