THE SPOTLIGHT ON PSAP DISCIPLINE
CORRECTIVE COUNSELING AND VERBAL WARNINGS
During recent meetings of the Department of
Defence’s Bargaining Council, organised labour
has raised its concern about the manner in which
certain OCs/managers/supervisors deal with
corrective counseling and/or verbal warnings (in
terms of the progressive disciplinary procedure
for the Public Service) of PSAP in the
Department.
It was alleged by organised labour that such
corrective measures were executed in a military
manner during “office orders” and/or
“defaulters” and /or “office bearings” without
allowing PSAP their rights in terms of a fair
procedure.
- The PSAP are to be timeously informed of
the counseling session and allegations
against them.
- They are to be allowed the opportunity
to state a case in response to the
allegation.
- They are entitled to reasonable time to
prepare for their responses.
- Lastly they are to be assisted by the
trade union representative or fellow
employee.
Based on the consistent application of
discipline in the DOD, and to prevent arbitrary,
capricious or unfair discriminatory actions by
the employer toward employees, all OCs/managers/supervisors
are urged to refrain from dealing with PSAP in a
military manner, and to apply, and abide by the
prescripts provided for in paragraphs 16 to 22
of SOP- C HRS/DLSR/04/01 (Discipline of Public
Service Act Personnel in the Department of
Defence in terms of the Disciplinary Code and
Procedures for the Public Service) under
reference HR SUP CEN/DLSR/R/104/29/6/1 dated 26
November 2001.
