COMPULSORY MASSIFIED INDUCTION PROJECT (MIP) IN THE DOD
It is a Government imperative that the
introduction of a compulsory Massified Induction
Programme for all public servants should be
implemented. To give effect to a decision by the
Defence Staff Council (DSC) taken on 25 February
2008, Chief of Services and Divisions are to
ensure compulsory implementation of massified
induction for all members and employees under
their command.
An instruction on the implementation of
massified induction in the DOD was promulgated
to the Chiefs of Services and Divisions under
reference CHR/HRD/R/103/1 dated 29 February
2008.
OBJECTIVE OF THE MASSIFIED INDUCTION
PROGRAMME
Massified induction takes place in the
context of an integrated strategy with the
objective of revitalising and introducing all
DOD members and employees to an understanding of
the Public Service, and increasing their
knowledge.
STAKEHOLDERS
The Public Administration Leadership and
Management Academy (PALAMA) is the National
coordinator to ensure implementation of MIP in
all Government Departments. CD HRD has been
appointed as the main coordinator for MIP in the
DOD, with thirteen (13) Services and Divisional
coordinators appointed to ensure successful
implementation of MIP within the respective
Services and Divisions.
TARGET GROUP
To give effect to the decision by the Defence
Staff Council (DSC) on 25 February 2008, it is
compulsory for all DOD members and employees on
salary levels 1 – 12 to attend a two-day MIP
training programme. Members and employees will
be grouped as follows:
- Salary Levels 1 – 5.
- Salary Levels 6 – 12.
- Interns. As they are a special focus
group in the DOD, induction programmes will
be presented once a year to interns joining
the DOD and the envisaged date for Intern
Induction for the FY 09/10 is 7 – 10
September 2009.
- Salary Levels 13 and above. PALAMA is
compiling an induction programme for Senior
Managers (SMS), which will encompass a more
one-on-one approach. Hence, SMS employees
will be excluded from the Massified
Induction Project.
IMPLEMENTATION
Project Plan. The project commenced with a
preparation phase over the period February to
August 2008. Full implementation of the project
commenced with effect from 1 September 2008 and
will conclude on 30 September 2009.
Training of Trainers (TOT). Two hundred and
seventeen (217) trainers have been trained since
February 2008 with the responsibility to
delivering training to the DOD workforce through
two (2) – day MIP training programmes.
Training Dates. Services and Divisional
coordinators will inform the GOC/OC of a
particular unit of the dates when training will
be conducted and the participation by all is
required to ensure the project is completed by
30 September 2009.
MONITORING AND FEEDBACK
In close collaboration with Services and
Divisional coordinators, CD HRD will monitor the
successful implementation of massified induction
and quarterly reports with statistics on
attendance will be communicated to C HR.
Furthermore monthly statistics on implementation
are provided by Services and Divisional
coordinators, and once consolidated by CD HRD,
these are submitted directly to PALAMA for
inputs to the Minister of the Department of
Public Service and Administration (DPSA).
In order to comply with Government’s
imperative, the cooperation of all the Chiefs of
Service and Divisions with their members and
employees will be required to ensure successful
implementation of MIP in the DOD by 30 September
