SENIOR APPOINTMENTS IN THE DEPARTMENT OF
DEFENCE
The Chief of the South African National
Defence Force, General Godfrey Nhlanhla Ngwenya,
on behalf of the Minister of Defence, is pleased
to announce the following appointments in the
Department of Defence:
SA Army
The new General Officer Commanding Army
Support Formation is Brigadier General Stephen
Marumo, MMS, MMB, with effect from 1 October
2009.
Brig Gen Marumo was born in Soweto South.
After the 1976 school uprising he left the
country to join the military wing of the African
National Congress (ANC) Umkhonto weSizwe (MK).
He held various responsibilities whilst in MK.
In 1979 to 1981 he was Battery Commander in
Angola and Chief of Anti-Aircraft from 1981 to
1982.
He was recommended to join Umkhonto weSizwe
Special Operations from 1984 to 1992.
His military range of study includes the
successful completion of Anti-Air Systems during
the years 1977 to 1980. During the period 1993
to 1994 Brig Gen Marumo completed his Command
and Staff Duties course in Zimbabwe.
He was integrated into the South African
National Defence Force (SANDF) in 1994. During
the period 1995 to 1996 he was a Training
Officer Anti-Aircraft. In the same year, 1996,
he became a project officer at the SA Army HQ, a
post he held until 1998.
In the year 2001, he was appointed as Officer
Commanding Group HQ and in 2001 he became
General Officer Commanding Air Defence Artillery
Formation (ADA FMN).
Brig Gen Marumo successfully completed the
SANDF Senior Command and Staff Duties (SCS)
course and the Executive National Security
Programme (ENSP) during the periods 1998 and
2001 respectively.
In 2006 he was a MONUC-Commander Sector 4 in
Katanga, Democratic Republic of Congo (DRC). In
2007 in a Non-UN Peace Support Operation in
Burundi, he was the Chairperson of the Joint
Verification Monitoring Mechanism.
He holds a certificate in Strategic and
Leadership Development that he completed at the
South African Management Institute.

Brigadier General Titus Matlakeng, succeeds
Major General Makabongwe Aaron Ntshinga as GOC
Training Formation and is promoted to the
substantive rank of Major General with effect
from 1 July 2009.
Brigadier General Matlakeng was born in
Sophiatown in Johannesburg. In 1976 he joined
the Military wing of the African National
Congress (ANC), Umkhonto weSizwe (MK).
He served in various Capacities, as Camp
Commander/Commissar as well as an analyst in MK
Military Intelligence.
In the South African National Defence Force
he attested on 27 April 1994. He completed all
the military courses up to Senior Command Staff
Course for Officers. He was Director-General
Intelligence from 2001 to 2007 and later
Director Vetting.
Prior his enlisting in the SANDF, he worked
as a Documentalist/Cataloguer at the South
African History Archives from September 1991 to
April 1994.
He has obtained a National Diploma in Social
Sciences and is currently in his final year of
study towards obtaining an MBA.
Brigadier General William Nkonyeni, GDM,rcds,
PSC(j) St C (Army), succeeds Major General Duma
Dumisani Mdutyana as Adviser to Chief of the
Democratic Republic of Congo Defence
Force and is promoted to the substantive rank
of Major General with effect from 1 July 2009.
Brig Gen Nkonyeni was born in Johannesburg. In
1975 he joined the liberation struggle with the
Pan-Africanist Congress Military Wing, the
Azanian People’s Liberation Army (APLA).
He underwent training in different countries.
In Nigeria he completed basic flying between1977
and 1980. In Yugoslavia he trained as platoon
commander and company commander in 1984. In the
People’s Republic of China, he trained in Party
and Army building. He further trained in Egypt
in anti-terrorism.
In 1995 he integrated into the SANDF and
completed he senior officers courses including,
one he underwent in Britain where he acquired
post nominal rods.
Prior to 1994, Brig Gen Nkonyeni held various
positions in APLA. He was a liaison officer
between the Tanzanian People’s Defence Force and
APLA. He was also appointed as a Camp Political
Commissar, a Military Attaché and deputy Chief
Representative for East Africa. Amongst various
appointments in the liberation movement in 1994,
he was the delegation leader to negotiations for
the return and subsequent integration of APLA
into the SANDF.
In the SANDF he was appointed as the first
African Commandant at the South African Army
Combat Training Centre (CTC).
In 2002 he was appointed as the Commandant of
the South African War College (SANWC). He is
currently serving as Director Military Veterans
Affairs. The highest medal he has is the Gold
Decoration on Merit (GDM). Others are the Unitas,
Internal and External Medals, Ten, Twenty and
Thirty Year Service Medals.
